A propos de l’initiative ministérielle d’instauration
d’un « débat sur l’identité nationale » en France

Le 2 novembre 2009, le ministère « de l’immigration, de l’intégration, de l’identité nationale et du développement solidaire » décidait de lancer « un grand débat sur l’identité nationale » en France. L’ensemble des associations d’anthropologues, d’ethnologues et de sociologues françaises, étrangères ou internationales énumérées ci-dessous rappellent et appuient le communiqué suivant, émis dès la création de ce ministère le 31 mai 2007 à l’initiative de l’Association Française des Anthropologues.

Nous estimons très alarmante la création en France d’un ministère « de l’immigration, de l’intégration, de l’identité nationale et du développement solidaire ».

Certes, l’instrumentalisation par le gouvernement et de nombreux acteurs politiques des thèmes de l’immigration et de l’intégration n’est pas une nouveauté en France ; elle se traduit depuis une vingtaine d’années par une cascade de lois et circulaires. Une surenchère ininterrompue s’est mise en place, qui renforce la pression sur les étrangers, démantèle le droit d’asile, réduit les possibilités de renouvellement des cartes de séjour, produit des sans-papiers, amplifie les contrôles d’identité au faciès et aboutit à fragiliser des pans entiers de la société sous prétexte de lutter contre l’immigration illégale.

Néanmoins, un tournant particulièrement inquiétant a été franchi avec l’instauration d’un ministère associant les termes d’immigration, d’intégration et d’« identité nationale », suggérant que la nation serait menacée ou polluée par l’immigration.
Nous, ethnologues et anthropologues, dont la discipline à vocation comparative fonde son corpus de connaissances sur les questions de l’altérité et de l’identité, tenons à affirmer que la notion d’identité nationale ne saurait avoir de validité scientifique. Elle est une construction sociale imaginaire qui, sous couvert d’unité, tend à renforcer les divisions, les discriminations et les inégalités.

A travers le monde et les époques, les exemples que nous observons montrent que lorsque l’État s’empare du thème de l’identité nationale, c’est partout une incitation directe au mieux à la xénophobie, au pire à des violences entre groupes d’origines différentes.
De même que la loi ne dit ni ne fait l’histoire, un État qui se veut démocratique ne saurait édicter l’identité d’une nation, que ce soit en termes ethnique ou culturel, moral ou encore idéologique.

Statement concerning the ministerial initiative to launch
a ‘debate on national identity’ in France

On the 2 November 2009, the Ministry of ‘Immigration, Integration, National Identity and Mutually-Supportive Development’ decided to launch ‘an important debate on national identity’ in France. The French, foreign and international associations of anthropologists, ethnologists and sociologists listed below call attention to and support the following statement issued by the French Association of Anthropologists on 31 May 2007 after the creation of this Ministry.

We are very alarmed by the creation of a Ministry of ‘Immigration, Integration, National Identity and Mutually-Supportive Development’.

The exploitation by the government and numerous political actors of the themes of immigration and integration is admittedly not new in France; it has resulted over the past twenty years in a spate of laws and circulars. A continuous process of escalation has occurred which, on the pretence of combating illegal immigration, has increased the pressure on foreigners, dismantled the right to asylum, rendered it more difficult to renew residence permits, made identity checks based on skin colour more common and led to whole sections of society being made more vulnerable.

Nevertheless, a particularly worrying line has been crossed with the establishment of a Ministry combining the terms immigration, integration and ‘national identity’, suggesting that the nation is threatened or polluted by immigration.
We, ethnologists and anthropologists, whose discipline is of a comparative nature and bases its body of knowledge on questions of otherness and identity, insist that the notion of national identity does not have scientific validity. It is an imaginary social construction which, under cover of unity, tends to increase divisions, forms of discrimination and inequalities.

Across the world and through the ages, the examples that we observe show that when the state seizes upon the theme of national identity, it is, everywhere, a direct incitement, at best to xenophobia, at worst to violence between groups of different origins.
Just as the law does not tell or make history, a state which claims to be democratic cannot dictate the identity of a nation, be it in ethnic or cultural, moral or ideological terms.

Acerca de la iniciativa ministerial de apertura de
un “debate sobre la identidad nacional” en Francia.

El 2 de noviembre del 2009, el Ministerio de la Inmigración, de la Integración, de la Identidad nacional y del Desarrollo Solidario” decidió lanzar “un gran debate sobre la identidad nacional” en Francia. Las asociaciones francesas, extranjeras e internacionales de antropólogos, etnólogos, sociólogos francesas, listadas abajo recuerdan y apoyan el siguiente pronunciamiento emitido por  iniciativa de la Asociación Francesa de Antropólogos en el momento de la creación de este ministerio en el 31 de mayo del 2007.

Estimamos que la creación de un « Ministerio de la inmigración, de la integración, de la identidad nacional y del co-desarrollo » por el actual gobierno francés es un hecho alarmante.

Por supuesto, la instrumentalización de los temas de la inmigración y de la integración por los actores políticos no es nueva en Francia. Desde hace unos 20 años, ésta se traduce en la aprobación de un sin fin de leyes y decretos. Poner la vara cada vez más alto aumenta la presión sobre los extranjeros, desmantela el derecho de asilo, reduce las posibilidades para los residentes de renovar sus papeles, produce personas “ilegales”, multiplica los controles de identidad « según la cara del cliente » y desemboca en la fragilización de una parte importante de la sociedad bajo el pretexto de luchar contra la inmigración ilegal.

Sin embargo, ahora se ha llegado a un punto inaceptable con la creación de un ministerio que vincula los términos Inmigración, Integración e « Identidad nacional » sugiriendo que la nación estaría amenazada o contaminada por la inmigración.
Nosotros, etnólogos y antropólogos, cuya disciplina comparativa basa sus conocimientos en torno a la cuestión de la alteridad y de la identidad, queremos afirmar que la noción de identidad nacional no tiene validez científica. Es una construcción social que, en nombre de la unidad, tiende a reforzar las divisiones, las discriminaciones y las desigualdades.

A través del mundo y de las épocas, los ejemplos muestran que cuando el Estado se apropia del tema de la identidad nacional,  incita directamente a la xenofobia o, peor aún, a la violencia entre grupos de diferentes orígenes.
De la misma manera que la ley no dice ni hace la historia, un Estado que pretende ser democrático no puede dictar la identidad de una nación, ya sea en términos étnicos, culturales, morales o ideológicos.

A proposito dell’iniziativa ministeriale per creare un « dibattito sull’identità nazionale » in Francia

Il 2 novembre 2009 il Ministero « dell’Immigrazione, dell’Integrazione, dell’Identità Nazionale e dello Sviluppo Solidale » ha deciso di lanciare « un grande dibattito sull’identità nazionale » in Francia. L’insieme delle associazioni di antropologi, etnologi e sociologi francesi, straniere e internazionali qui enumerate annunicano e sostengono il comunicato che segue, prodotto il 31 maggio 2007 su iniziativa dell’ASA (Association Française des Anthropologues) al momento della creazione del ministero in questione.

I firmatari del testo che segue considerano come molto allarmante la creazione in Francia di un Ministero « dell’Immigrazione, dell’Integrazione, dell’Identità Nazionale e del Co-sviluppo ».

La strumentalizzazione, da parte del governo e di diversi attori politici, dei temi dell’immigrazione e dell’integrazione non è una novità in Francia. Da una ventina di anni tale tendenza si traduce in una serie di leggi e circolari a ripetizione. La spirale ininterrotta che si è messa in atto rafforza la pressione esercitata sugli stranieri, smantella il diritto d’asilo, riduce le possibilità di rinnovo delle carte di soggiorno, produce dei « sans papiers », amplifica i controlli di identità sulla base di criteri somatici e finisce per fragilizzare pezzi interi della società, con il pretesto della lotta contro l’immigrazione illegale.

Nonostante ciò, una svolta particolarmente inquietante si è realizzata con la creazione di un ministero che associa i termini di immigrazione, integrazione e « identità nazionale », suggerendo che la nazione sarebbe minacciata o inquinata dall’immigrazione. Noi, etnologi e antropologi, la cui disciplina con vocazione comparativa fonda il proprio insieme di conoscenze sulle questioni dell’alterità e dell’identità, teniamo a affermare che la nozione d’identità nazionale non ha alcuna validità scientifica. Si tratta di una costruzione sociale immaginaria che, con il pretesto dell’unità, tende a rafforzare le divisioni, le discriminazioni e le ineguaglianze.

In tutto il mondo e durante tutte le epoche, gli esempi che osserviamo mostrano che quando lo Stato si appropria del tema dell’identità nazionale, questo porta ovunque a un’incitazione diretta, nella migliore delle ipotesi, alla xenofobia, nella peggiore delle ipotesi, alla violenza tra gruppi di origini diverse. Così come la legge non definisce e non fa la storia, uno Stato che pretende essere democratico non può decretare l’identità di una nazione, che sia in termini etnici o culturali, morali o addirittura ideologici.

Zur ministeriellen Initiative zur Einführung einer « Debatte zur nationalen Identität » in Frankreich

Am 2. November 2009 beschloss das « Ministerium für Einwanderung, Integration, nationale Identität und solidarische Entwicklung » eine « gross angelegte Debatte zur nationalen Identität ». Alle nachstehend genannten französischen, ausländischen und internationalen Vereine von Anthropologen, Ethnologen und Soziologen unterstützen das folgende Kommuniqué, das auf Initiative der Französischen Vereinigung der Anthropologen (AFA) unmittelbar nach der Schaffung des Ministeriums am 31. Mai 2007 ausgegeben wurde.

Wir sind der Meinung, dass die Schaffung eines « Ministeriums für Einwanderung, Integration, nationale Identität und solidarische Entwicklung » in Frankreich ein alarmierendes Ereignis darstellt.

Wenn auch die Instrumentalisierung von Themen wie Einwanderung und Integration durch die Regierung und zahlreiche politische Akteure in Frankreich nicht neu ist, schlägt sie sich seit etwa zwei Jahrzehnten in einer langen Serie von Gesetzen und Anweisungen nieder. Ein ständiges Sich-Überbieten hat sich Platz gemacht, das den Druck auf Ausländer erhöht, das Asylrecht aufweicht, die Möglichkeit der Erneuerung von Aufenthaltsgenehmigungen reduziert, immer mehr Menschen ohne gültige Papiere lässt, Identitätskontrollen auf Grund des Aussehens der Betroffenen zunehmend verstärkt und so ganze Bevölkerungsgruppen verletzlicher macht, und dies unter dem Vorwand des Kampfes gegen illegale Einwanderung.

Die Schaffung eines Ministeriums, das Ausdrücke wie Immigration, Integration und « nationale Identität » miteinander verbindet, stellt jedoch einen äusserst beunruhigenden Wendepunkt dar, insofern als unterstellt wird, dass die Nation durch die Immigration bedroht oder verseucht wird.

Wir, Ethnologen und Anthropologen, deren Disziplin zum Vergleich berufen ist, eine Disziplin, die ihre Kenntnisse auf Fragen des Andersseins und der Identität stützt, bestehen darauf zu behaupten, dass der Begriff nationale Identität keinen Anspruch auf Wissenschaftlichkeit erheben kann. Es handelt sich vielmehr um ein imaginäres soziales Konstrukt, das unter dem Mantel der Einheit darauf angelegt ist, Trennungen, Diskriminierungen und Ungleichheiten zu verstärken.

Überall und jederzeit zeigen von uns beobachtete Beispiele, dass, sobald der Staat sich des Themas der nationalen Identität bemächtigt, dies eine direkte Aufforderung bestenfalls zur Xenophobie, schlimmstenfalls zu Tätlichkeiten zwischen Gruppen verschiedenen Ursprungs darstellt.

Wie das Gesetz weder Geschichte schreibt noch macht, kann auch ein sich demokratisch wollender Staat nicht die Identität einer Nation diktieren, sei sie ethnischer, kultureller, moralischer oder ideologischer Natur.

Об инициатива Министерства по проведению « дебатов о французской идентичности » во Франции.

2 ноября 2009 года Министерство  по вопросам иммиграции, интеграции, национальной идентичности и совместного развития решило провести  » общественные дебаты о национальной идентичности ». Ассоциации этнографов, антропологов и социологов Франции и других стран мира, перечисленные ниже, присоединяются к коммюнике, принятом по инициативе Французской ассоциации антропологов после создания этого  министерства 31 мая 2007 года.

Мы очень обеспокоены созданием министерства по вопросам иммиграции, интеграции, национальной идентичности и совместного развития.

Использование правительством и другими политическими субъектами  тем иммиграции и интеграции в своих целях , конечно,  не является новым явлением во Франции. В течение 20 последних лет было принято много жёстких законов в области миграционной политики. Этот непрерывный процесс ужесточения политики под предлогом борьбы с нелегальной иммиграцией, при котором усиливается давление на иностранцев, разрушается право на убежище, уменьшаются возможности продления вида на жительство, увеличивается количество людей без документов, усиливаются произвольные проверки  документов, основанные исключительно на внешности и цвете кожи личности способствует повышению незащищенных слоёв населения.

Однако, создание министерства, которое ассоциируется со словами « иммиграция », « интеграциия » и « национальная идентичность » и наводит на мысль о том, что  иммиграция — опасность для нации, переходит все границы.
Мы, этнологи и антропологи, область научного знания которых имеет сравнительный характер и основываетя на концепции идентичности и  « инаковости », утверждаем, что понятие национальной идентичности не имеет научной достоверности. Оно является воображаемой социальной конструкцией, которая под предлогом единства, способствует разделению, дискриминации и неравенству.

Опыт стран мира в разные эпохи показывает,что эксплуатация национальной идентичности государством, всегда подстрекает к ксенофобии и в худшем случае к разжиганию конфликтов между группами различной этнической принадлежности.
Как закон не диктует историю, так же и государство, провозглашающее себя демократическим не устанавливает идентичность нации ни в этнической или культурной форме, ни в моральной или идеологической форме.
